This is a very unusual toy dish drainer, plate holder for a toy kitchen.  I believe this to be from the 1950s but could be a bit newer as my kids played with larger metal kitchen fridge, stove and sink in the 60s to early 70s.  I never had one of these tho and my research seems to indicate the 1950 era.  No markings.  Made of some sort of pot metal, stiff and rigid.  It has one loose one on one end, but the tension of the whole piece keeps it tight to the upper edge.  This measures approx 8 3/4 inches by 6 inches and stands approx 2 inches off the table.  Would be great for child play, or for collectors of toy miniature kitchen type items,  to display tin litho toy plates in/on.  A rare item for you to use or gift.
